Estimating & Projects Control Division Manager

Experienced Estimating & Projects Control Division Manager with extensive experience in global & Saudi-Based projects to join our team in Khobar and work on breakthrough projects.

Position Purpose 

  • Provide leadership, expertise, and direction to a multi-disciplinary team made of cost engineering, planning, and, optionally, risk management, as well as contract administration management.
  • Provides leadership, expertise, and direction to a multi-disciplinary team made of cost engineering, planning, and, optionally, risk management, as well as contract administration management.
  • Ensures proper estimation (bidding phase) and control of projects from tender to completion.
  •  Formulates and implements the Project Control Management vision.
  • Manages the division by establishing and maintaining resource systems, processes and reporting to support successful management of the projects.
  • Animates the regional network of Estimation and Project Control professionals.

Role and responsibilities

  • Through his/her team of department manager, is responsible for the recruitment of qualified individuals, proper training and development of the professionals, monitoring of staff performance, and management of resources, allocation of resource to projects and proposals. Further, maintenance and development of Department personnel proficiency in terms of:
    • Working methods
    • Technical training
    • Career planning of individuals with the HR teams.
  • Defines division’s vision, guidelines, objectives and budget.
  • Defines the orientations, objectives and budget of the department.
  • Ensures the implementation of TechnipFMC’s Planning and Scheduling standards and procedures.
  • Contributes towards maintenance and implementation of corporate QA & HSE Management System objectives and procedures.
  • Analyses critically the project schedule vs Client requirement
  • Implements the Planning and Scheduling system (methods, procedures, time-schedules, physical progress, dashboards, etc.).
  • Reviews all budgets, including proposal estimate, project man-hours, other miscellaneous services and operations.
  • Provides risk discipline expertise, succinct and timely information and analysis toward the achievement of project objectives for project stakeholders and associated groups.
  • Continuously seeks to improve business efficiency through the promotion and implementation of best practice solutions.
  • Ensures that the general rules and guidelines of the group are adhered to across all projects through the use of group tools and procedures.
  • Develops a network of contacts throughout the group so that the transfer and sharing of resources, knowledge, and systems with other parts of the group are maximized. Proactive participation in preparation of proposals for OOK/IK project, tendered jointly with overseas sister companies
  • Takes ownership of the Project Management Review (PMR) process and ensures all projects are accurately presented and reviewed.
  • Consolidates the relevant project control information to reflect an accurate picture of the regional project portfolio situation
  • May provide support as necessary to the Risk Management process and assist with risk mitigation strategies.
  • Maintains and regularly updates an overall manpower utilization plan (actual and forecast) for ECP team across projects.
  • Ensures the quality of service provided to business management and project management.
The Candidate must have: 

  • University degree / MBA in General Management
  • Project Controls professional supervising all Project phases vs schedule, budget, risk monitoring/mitigation, quality. Required excellent communication skills (Multilanguage) in all different levels with excellent.
  • At least 10 years of experience in project execution in the offshore and/or onshore and /or subsea, or construction industry, and involvement as Project manager or Project Controls Manager on a large-scale project.
  • Highly skilled in project financial forecast and reporting, project performance measurement procedures/project control procedures, WBS/OBS/CBS, schedule analysis, costing engineering, reporting to executive management, project support and administrative personnel.
  • Capable to assure system improvements and implementations
