Tender Centre of Excellence
• Review of Project specification (Feed to EPC Bid stage) requirement and to solve customer needs by
providing value engineered application based solutions (products, Small Skids or Large
measurement systems) for custody transfer applications.
o Develop & prepare system design, technical write up & data sheets to meet the customer
specifications and applicable standards.
o Obtain clean quote from factory for flow measurement products.
o Develop specification for bought out items and obtain competitive quotes directly or with
help of virtually located purchasing team.
o Obtain quotes from other company business units and maximize use of company products
and solutions.
o Follow and maintain a library of application based Templates for budgetary bids with a goal
to generate budgetary bids within least possible time.
• Standardization/Productization of Small Skids Solutions.
• Continuous Improvement Process (CIP) for all activities Integrated from Proposal to handover for
• Maximize inter‐business unit collaboration with virtual team support and lead effective overall coordination.
• Organize the technical and commercial quote structure based on the customer RFQ expectations,
including coordination for trade compliance, legal commercial terms & conditions, bid bonds etc.
• Participate in internal bid review and strategy meeting, including initiating management approval
• Supervises the Tender Applications team and participates in the preparation of quotes for products,
Small Skids and large Measurement Systems. Qualify exceptions/compliance on timely basis
• Supervises and assists in the interpretation of customer technical and commercial inquiries.
• Coordinates and assists with the design, detailed costing and proposal preparation. Participates, as
needed, in the technical negotiations with the customer.
• Ensure that the group follows applicable processes and procedures in every aspect of their daily
• In coordination with the rest of the Tender Team, develop and implement short and medium term
plans in line with organizational objectives.
• Actively participate in identifying the training needs of the group and provide coaching and training
in coordination with the extended Tender Team
• Accountable to the Global Tender Manager for the performance of the team, the timeliness and
quality of the quotes and proposals.
• Shall cover the following Industry Segments but not limited to: Continuous and dis‐continuous
Flow Metering (Fiscal and Allocation) for Upstream, Midstream, Downstream, Transmission and
Distribution segments of the Oil and Gas Industry.
• Shall cover the following Flow Technology Applications: Liquid and Gas Flow Measurement
Technologies, Liquid and Gas qualitative measurement systems, Liquid Proving Technologies, Liquid
Pressure Reduction Relieving System (HIPPS), Gas Verification and Validation Systems and Control
Systems, Gas Pressure Reduction systems, Gas metering verification and validation system.
 Effective co‐ordination with project pursuit team, distributors, in‐country sales team, and other
business units, as applicable
 Maintain log of all out going proposals and ensuring proper online filing of proposals in line with set
 Well‐articulated response to technical clarifications and attending meetings with customers, if
required for technical and solution clarification purpose.
 Prepare bid cost estimation & commercial proposal and have a risk, cost and profit review as per
Delegation of Authority (DOA) with the assigned competent authorities within the organization.
 Assist Regional Sales Leader in preparing Sales, application, and Proposal tools.
 Expanding outside sales capabilities and working with Area Sales Manager(s), as required.
 Facilitate due diligence approval process in collaboration with the sales team
 Facilitate contract review and approval processes for quotes and orders in collaboration with the
sales and legal team.
 Serves as the Supervisor of the Product, Large Metering Systems and Small Skids applications team
in charge of preparing proposals, order booking and other inside sales activities in accordance with
company policies and procedures.
 Supports the Global Tender Manager on the implementation of strategic programs, processes,
procedures and policies which will have an organizational impact.
 Monitors employee productivity and motivates team to reach specific goals. Evaluates performance
 Provides coaching and training to direct reports.
 Defines objectives in line with departmental objectives, conducts performance reviews and propose
employee’s developmental plans.
 Coordinates and communicates effectively with other support roles like IT, Finance, Contracts,
Procurement, etc.
 Attends/coordinates/leads periodic meetings in order to exchange information, discuss outstanding
quotes and issues that need group attention.
 Maintains/updates department processes, compliance checklists and work instructions.
 Insures accuracy and timeliness of Proposals. Maintains Inquiry/Quote log, Proposal schedule and
Records for data analysis.
 Participates in the evaluation of his/her team’s capabilities and develop training plans.
 Reviews BCQ and coordinating sign offs.
 Coordinates all systems, prover and small skids inquiries that are to be bid. Coordinates review of
legal aspects, if required, in accordance with corporate guidelines. Assesses design considerations
required to meet inquiry specifications, codes and government regulations.
 Reviews material content and design. Reviews general labor and engineering labor content.
Provides management with project competitive status to assist in setting sales price.
 Makes preliminary design to satisfy customer specifications, codes and operating conditions.
 Analyzes, coordinates, designs and reviews cost of the Measurement System, small Skid and
Provers. Review meter prover proposal prior to submittal to customer.
 Maintains close contact with major material equipment vendors for accurate cost information, price
trends and best purchasing value.
 Reviews approval drawings. Assists in maintaining quoted margins. Finds equivalent materials that
are economical in meeting specifications.
 Analyzes projects final costing to determine material and labor quoted versus actual and update
information for future proposals. Prepares system and prover booking transmittals for order
 Assists in the direct sales of projects as needed. Provide sales department with estimated costs of
Metering Provers, Electronic Systems, Metering Systems and Small Skids so they can prepare for
customer budget proposals.
 Participates, as needed, in Technical negotiations with customers and customer clients.
 Supports the Accounting department in performing final cost data accumulation as per terms and
changes to project.
 Supports procurement department on vendor selection or product substitution.
 Supports Engineering in the determination of conflicts between customer specifications, codes and
engineering standards.
 Undertakes special projects in area of expertise as needed.
 Screen and Verify orders for Products, Small Skids or Large measurement systems and Enter Orders
into factory system for company metering products.
 Coordinate with necessary factory team for order entry and execution of the Products, Small Skids
or Large measurement systems
 Degree or Diploma in Engineering E&I or Mechanical, plus 10‐15 years of relevant experience or
Master degree in Engineering plus 6‐8 years of relevant experience.
 4 to 6 years of experience in related functions like applications, inside sales, engineering, project
management or manufacturing (in oil and gas industry preferred).
 About 5 years of experience in preparing in techno commercial offer for Products, Small Skids or
Large measurement systems.
 Shall be Familiar with general safety regulations/processes at work shop, supplier’s yard, customer’s
works, etc.
 Specialist knowledge of mechanical and electrical systems for custody transfer applications.
 Specialist knowledge of at least one FMC product line or significant knowledge of multiple
technologies, products and applications.
 Technical competence and knowledge of hydrocarbon measurement
 Knowledge of PC, Windows Office Software. Strong verbal/written communication skills.
 Working knowledge of cost estimation, fabrication and financial and accounting concepts.
 Detail oriented, analytical with ability to determine customer applications needs.
 Good organizational skills.
 Extensive knowledge of Industry Standards in petroleum measurement such as API MPMS, AGA,
ISO, OIML, NORSOK, EI and oil and gas metering practices and standards.
 Other Special Areas: Experience with Cryogenic measurement (LNG Pipeline/truck loading
measurement; RLNG offloading/pipeline), high pressure & hot fluid measurement and sour gas,
Floaters (FSO, FPSO, TLP, FLNG and FSRU etc.); Marine, Super Terminals, Bulk blending, Refinery
Offsite & Standalone terminal loading & unloading metering and automation
 Familiar with codes and standards of piping, vessel and electrical.
 Demonstrated written and verbal communication skills (technical writing skills is a plus).
 Shall have Excellent interpersonal skill to manage multi discipline / country team
 Shall have presentation skills for dealing with customers and top management
 Must be able to handle multiple tasks in a changing, fast‐paced work environment.
